A lot of HIV spread in Eastern Europe, but particularly in the USSR, was due to inadequate health care facilities. It's not just promiscuity.

Tuvans are clanish nomads who settled down to villages and towns during totally alien Soviet period + got introduced to alcohol while having no genes and ferments to process it properly. Living very enclosed, without any chance to integrate in exterior bigger/urban societies. It happens much less with Buryats or Yakuts, because part of them live the old nomad lifestyle or they live the urban life between other ethnic groups (Russians, Tatars etc) and don't concentrate in the cauldrons of no hope. They're bad with alco, too.

I won't make Russians (and other non native whites) of Siberia some kind of saints, there's enough of very specific populace which can be named white trash. Much less than in 90s or even USSR times (when lots of ex-prisoners settled down there), but still. It doesn't mean they're all lowlives, but just bigger percent of them than in other regions of Russia. Like everywhere you have normal people down there. Smaller towns disappear there because adequate people leave and marginals do not reproduce but just die off. There's Tomsk, Omsk, Irkutsk, Kemerovo, Krasnoyarsk and few other cities which will exist, while the numerous smaller towns and villages which were often related to nearby prisons and camps will finally disappear in a natural way. Anyway, everything i've mentioned is incomparable to some 1997 when life down there was extreme, as some kind of Brazil of the North.

It has little to do with either unwokeness or promiscuity in France. Paris concentrates most of the gays in the country, which creates a snowball effect as they all expose themselves constantly more to VIH than if they were scattered everywhere. It's 10 times higher than in other regions. The other big factor are SSA, women in particular, im guessing because of family reunions policies since black males rappatriate the women they went to find in Africa (VIH rates are again a dozen times higher there).
