By constitution of Serbia it is, just like it is recognized part of Serbia by lots of countries, including Russia. So, if their state considers it to be their land and my country recognizes the same, it is so, it's a natural priority. I also think that Qarabaq is Azerbaijan and even Armenians agree with it now
