The Proto-Indo-Aryan homeland was not in India, therefore they couldn't have had Indian ancestry. It was somewhere around southern Siberia.

Yes closest means closer to anyone else, the distance is still kind of far fairly but we can deduce stark similarities based on certian modern descendants whomst have inherited their phenotypes in Asia, also the fact both scandanvians and proto indo iranic can attribute majority of their heritage to the corded ware culture and the facial reconstructions/skulls of proto indo iranians, also can't forget both groups thrived with a cro magnid base, they were often robust and frequently capitulated the cro magnid like phenotypes just like modern scandis, so they also have very similar selection for phenotypes.
