It's the right thing to do. Or do you really want there to be a class of very poor, begging people in your country? Putin is smart to do that. That is giving all children an opportunity in life. Children of poor parents can become educated and influential if given an opportunity, it happens all the time.

These Russian mothers of 3 children are saving demographics of Russian nation, they deserve benefits.
