Not to be a conspiracy theorist, but Putin's unusual appearance for a Russian is arguably due to recent Vepsian ancestry.
He never confirmed such ancestry himself since no one asked that question directly to him.

Yes there have been rumors (probably correct) that he got cheek injections/implants to improve his malar area.
I don't think this should always be taken into account when classifying. Some people are born with deficiencies in some areas.
