The first one is abuse and harrassment, even though imprisonment is far too draconian, whereas the second one is political speech. In fact, a better comparison still would be imprisoning someone for saying "I oppose African immigration" versus someone saying "down with the President", and imprisonment would be absolutely wrong in both cases.

I seriously doubt that. Non-whites are far more cocky and aggressive this days. You are basing it on actual prosecution of cases, which almost only applies to whites who use hate speech and almost never to non-whites who do the same. Rap music is filled with hate speech against whites, East Asians etc. and not just in the US. Don't pretend you don't know, just because you have a sexual fetish for them.
