I think you'd find that education is even more State-owned and controlled in CR, Argentina and Uruguay than in Panama (not Chile though - the cost of education was in fact one of the drivers behind the mass protests a few years ago).

Why do they include life expectancy in HDI?

    Life expectancy is more genetics.

" In 2014, life expectancy at birth for the U.S. Hispanic population was 81.8 years, compared with 78.8 years for the U.S. non-Hispanic white population.

U.S. Hispanics tend to defy the odds: They outlive non-Hispanic whites by three years on average, despite having lower income and education levels.

As always RMuller says something stupid. Yes, genetics plays a role, but so does adequate healthcare. U.S. Hispanics get 1st World healthcare because they live in a 1st world country. Those same people wouldn't live as long despite their genetic inclinations if they lived in Chiapas, Mexico, because healthcare quality isn't the same.

Because it is an indicator (even if not necessarily the best one) regarding both levels of poverty and healthcare provision.

Chiapas life expectancy is 74.6 years
    https://knoema.com/atlas/Mexico/Chiapas/Life-Expectancy

    Chiapas is Mexico's poorest state

Not much of a difference between Chiapas life expectancy 74.6 and American whites 78.8 life expectancy and whites make like 20 times more per year.

Hispanic Americans were 3 times more likely not to have health insurance than white Americans yet Hispanic americans outlived white Americans by 3 years.
Even when Hispanic Americans have higher rates of diabetics etc

Nonelderly AIAN and Hispanic people had the highest uninsured rates at 21.2% and 19.0%, respectively as of 2021. Uninsured rates for nonelderly NHOPI and Black people (10.8 and 10.9%, respectively) also were higher than the rate for their White counterparts (7.2%).Dec 20, 2022
