Reading the HDI database in greater detail, DR's per capita income is more than twice as high as Cuba's, but it still performs worse for life expectancy and levels of education. Also of note is that, not just in the Caribbean but in fact in the entire world, Cuba is the most "overachieving" nation relative to its GNI per capita - it is ranked 37 places higher in the HDI rank than in the GNI per capita rank, because of its (relatively) decent life expectancy and education scores. At the other extreme, several oil rich countries are ranked much higher for GNI per capita than they are for HDI.

They will most likely run out sooner rather than later. And on some measurements, Scotland actually rates worse than Wales: crime, life expectancy, drug and alcohol-related deaths. In other words, while Scotland may have a bigger middle-class than Wales, it also has an even more problematic underclass.

As for Wales, what would be their economic niche if I may ask?

It used to be coal and steel, but they are largely moribund save for a few mines and plants. Though it could be on the vanguard of making wind turbines and solar panels, if the will existed.

GDP per capita isn't everything. To give you an example even closer to home: Panama's GDP per capita is indeed higher than those of Costa Rica, Uruguay, Argentina and even Chile, but it still ranks lower down the HDI because those other countries still do better in terms of life expectancy and/or education levels.

Of course - Panama is 5th in HDI but 1st in GNI per capita in Latin America. However, this does mean that you arguably underachieve in aspects like education and life expectancy, relative to how high your income levels are.
