I mean now. Obviously it was a lot better pre-war. (Yemen is another matter). But then Israel itself has been in a war of sorts since its very founding, yet its HDI is only just below the USA's.

N.B. Just to clarify it refers strictly to Israel proper, with Palestine i.e. Gaza and West Bank being classified separately. (Yet even that gap is smaller than DR-Haiti: 0.204).

As for the Haiti-DR gap, it is even bigger than the Morocco-Spain gap (0.232 vs 0.222). I think the only bigger gap between neighbouring countries in the world is Yemen versus Saudi Arabia (0.420). Well it is indeed an extreme outlier for the Caribbean (and the Americas in general), and many racists in particular love to always highlight it as an example of "Black failure", but the point is it is an extremely atypical case even compared to other predominantly or heavily Black countries in the Americas.
