    Well I admit it does have its limitations, as it only focuses on life expectancy, years spent in education and GNI per capita, while largely disregarding aspects like transport and infrastructure. Nonetheless, it does at least show part of the picture.

    You praise the Communist in Cuba for suppose high HDI . They barely make $20 a month and barely survive .Many CUBANS eat 2 meals a day if lucky. No eletricity.

    This is absolutely the last time I shall say this: salaries in Cuba are utterly crap and lousy (though still not at Haitian or Afghan level, as some like to claim). Much of the infrastructure is incredibly outdated (and like I said, it is a serious limitation of the HDI that it doesn't take such factors into account). But relative to that, it actually performs quite well in terms of healthcare and education.

    DR is probably the most-improved Latin American country in recent years, and I myself have said it is worlds apart from Haiti and, in some measurements, rather better than Cuba too.
