Doesn't work like that, there's a package of measures and recommendations to be implemented and treaties to formalize those intentions, that's the whole purpose of those summits, then of course, some politicians want to demonstrate that they are more committed to the cause (such as Mark Rutte who is qualified as a Young Global Leaders and an important Agenda Contributor), or they are told to do so, except those "orders" are not publicly advertised or else the democratic facade would no longer be perpetuated once the majority of the population realized their elected politicians are mostly puppets committed to a certain globalist agenda instead of the sovereignty of their nations.

It's not really conspiracy when those institutions expose their goals publicly and the aligned politicians regurgitate the exact same mantras like they all went to the same brainwashing program. Admitting something like that would be extremely unpopular, they want to appear the saviours of the planet "you have to do this for your own good or else we will make you do it". But what would be the end result of those measures? Many farmers would be bankrupt and their lands could be even confiscated or forcefully bought with tax payer's money if they don't comply. That agenda and the international treaties setting the goals to cut CO2 emissions because the cows fart too much, will go on and will reduce the agricultural sector in Europe without a doubt. Maybe they need those lands to bring more immigrants, the Global Compact on migration pointed to 254 million people under a migratory situation...
