It is wrong : both France and England had superior cultures, later on, and Roman Empire was mentally degenerate and anti-intellectual unlike ancient Hellas etc.... America is mentally degenerate and anti-intellectual too.

I agree. The Romans entirely destroyed the Balkans. But the fall of the Eastern Roman Empire is what destroyed the Balkans even more which led to barbarian incursions and today as a result we got problems with Slavs in the Balkans. Avars also invaded the Balkans and Slavs invaded Iberia etc . So fall of Rome did kinda screw everything up in the end.
