I'm not Dutch and can't vouch for them, but from what I've heard it's more for the second option, Afrikaners have been isolated for so many centuries that they developed their own subculture and even their own state.

I would consider as Spanish to specific and well defined communities of descendants of Spanish abroad and I would not care if they returned to Spain if they keep our culture.
