Azerbaijan is the most secular Muslim state on Earth imo. And the most alcohol consuming one, they even produce a lot of it, including spirits like cognac. So, them beiing Shiite is more like a cultural thing. Plus they don't get mad if Azeris convert to Christianity for example. Let's say, 50% of bishops and priests of Russian Orthodox Church in Azerbaijan are ethnic Azeris.

You wont believe but Turkey was even more than that before 1980 coup which introduced us Usa-funded political islam. Today Azerbaijan is "the old Turkey" with shitty Soviet background and lack of democracy. If not standard ex-Ussr cons, i would easily say that they are ahead of us.
