The British Empire. India alone has thousands of different ethnic groups. The Russian Empire\Soviet Union would have 200 or so different ethnic groups.

Yes, of course. Off the top of my head, Nigeria alone must have more than 200 ethnic groups, just like the former Russian Empire.
