    I said it should be up to the owner of the building. But I think in that case there should be designated smoking areas.

    Well, here in Săo Paulo smoking was banned indoor. No more "Smoking Area". You can only smoke outside, but people look down on who smokes in public, it is considered "impolite", so what happened is that the number of smokers are decreasing, which is good.
