In part it is true that the woman looks 100% Romanian, but the fact that in Romania there are only 3% of gypsies is anecdotal. Almost all estimates give 6-15%, including people with recent gypsy ancestry, in Romania as in many others Balkan countries and surrounding areas, in the population censuses, there is almost always a 5-10% of the population that does not identify with any ethnic group. No, that's not anecdotal, that's self-identification on census. This is the most reliable because every person is asked individually.

The other figures are samples of other people opinions. Here the figures vary dramatically because not everyone is qualified to correctly identify other peoples' ethnicity or race. This is how the 10% figure is reached, by asking randos on the street to eyeball the ethnicity of other people. Btw, policemen asked to do the same thing were very close on the official numbers (3%), which shows that training matters in these estimates. They are almost the opposite of gypsies, they come from cosmopolitan multiethnic families.

Now, I do agree that about 10% of Romanian have phenos that are partially non-European. But that does not mean they are gypsies. For hundreds of years, Romania has been at the border of Europe, and neighbored non-European populations, so non-European phenos shouldn't be a surprise.

That is an unrelated situation. It refers to multiethnic Romanians that do not want to pick a single ethnicity on the census. They are not gypsies. These people who do not declare an ethnicity have the lowest birth rates among all groups in Romania (around 1), whereas gypsies have the highest birth rates (around 2).
