Looks like an intelligence agency operation, the typical random/crazy lone assassin,
the police seem to want to "solve" the case quickly, Swedish security services were/are heavily infiltrated by NATO

The obvious suspects are the South African and ex-Rhodesian secret services, possibly the former Safari Club,
or maybe even a Western country such as the US or UK cleaning up and eliminating a witness;
Olof Palme generously financed Mugabe and "liberation movements" in Africa,
against Rhodesian and South African interests, in favour of US/UK and Soviet interests

No sympathy for Olof Palme, he had considerable innocent blood on his hands
