I don't think that a decreasing population is bad, I mean just look at Europe after the Black Death. The plague was caused the wages for peasants to go up and allowed farm workers of all types to have more choice in where they worked as the demand for laborers was so high. They could freely move from farm to farm. The Black Death vastly reduced the supply of labor, and so those workers who survived enjoyed greater bargaining power.
