    Why not CDMX or Guadalajara? Or maybe Los Altos? That being said, maybe go to Heredia or Alajuela, or somewhere else in the Central Valley. I hear Argentina, Puerto Rico, Paraguay, Chile and Uruguay are nice and safe too.
