Haley is among the Republican Party candidates for U.S. President, and she was the Governor of the U.S. State of South Carolina from 2011-2017.

After watching the video in Cheong's tweet:

• At the end of the video, Haley does suggest that the U.S. should send aid to both Ukraine and Israel, saying that this would amount to 5% of the U.S. defense budget. Because of Putin's nuclear war threats, it is reasonable to at least consider this, as far as Ukraine is concerned; I still support Ukraine.
• Other than that, Haley is basically saying that Putin is evil.

If Haley had called for a first strike on Russia, then I would agree that she wants war.

I'm not a Haley fan either, but it isn't a good idea to jump to conclusions, based on the headline of a tweet. We need to dig into what has actually been said.
