What does that even mean? If you are actually retaining enough water that it's a consistent appreciable difference you have a serious medical condition like kidney disease or heart failure, neither of which seem likely.
Now I will point out that in 2020 you said you weighed 305, so you ARE appreciably thinner, showing that you can do it. But it would really be better to get professional advice rather than try to do it on your own.

If he is always retaining water, the water weight would substantially subtract out of the change in weight between two measurements.
Don't bother to tell him to see a doctor. He knows better than doctors. He doesn't know enough to lose the type of weight he should be, given the amount of suffering he has endured.
But he knows he knows more about it than doctors.

I tell you I have a weight lose solution Texas style. Get them workin just one week on my ranch they gonna lose some pounds and build some damn muscle, i tell you what. No whining or long breaks, just long hard work in the Texas sun is what these guys need. Get them working on a Texas summer and they're gonna look like a new cowboy damnit
