Considering 1/4 of Nariño population lives in coastal region and those municipalities are similar to Choco (HDI: .682), HDI from Nariño mountains (Pasto region) must be around .720.

I was expecting Choco to be the lowest-ranked region, much like Chiapas is in Mexico and Maranhao is in Brazil (see my other threads).

I agree. I expected HDI from Choco to be around .650.

Anyway, Guajira suffers water scarcity and Vaupes/Guainia are isolated in the jungle (inaccessible by land from the rest of the country), so their situation could be even worst than Choco.

I am also astonished at how low both Antioquia and Bolivar are ranked - are the rural areas in them that much poorer than Medellin and Cartagena respectively? Conversely, how has Valle del Cauca ranked so highly? If Cali lifts up the average there, how come Medellin and Cartagena don't do the same?

This is 2011 ranking, I think it's more accurate in terms of positions, despite it uses former methodology.

Valle del Cauca is an industrial hub, with many municipalities hosting factories apart from Cali.

Furthermore, Cali and Cartagena are very unequal cities, GDP per capita is not necessary reflected in general population.

In the other hand, Antioquia is very centralized in Medellin, with some regions like Uraba and Bajo Cauca performing lower than national average.

I have a question that's not directly related to Colombian HDI, but maybe it has some connection and I hope Colombian users don't find it offensive lol.

According to statistics, around 40% of female webcam models in the world are Colombian. Why is this "job" so popular in Colombia? In fact, there are whole studios which employ women full time and charge them percentage of their earnings. Is this phenomenon economic or more social and psychological?

In first place, it's an economic issue: since Colombia is a very unequal country and legal barriers make harder to get a formal job, most workers remain unregistered, with many of then looking for easy money from illegal activities (smugling, drug traffic, prostitution). Webcam models are part of those unregistered job.

Secondly, it's also a social/physicological issue: in some cities an artificial concept of beautiful is promoted, with plastic surgery being very popular (girls have their first surgery at 17 y.o. or before). It's linked to mafia/drug lord culture, where girls are seen as mere objects and due to economic context, many of then end up selling their bodies. This phenomenon is very common in Paisa region (Antioquia, Caldas, Risaralda, Quindio departaments), despite being one of the most conservative regions in Colombia, historically it's associate with illegal economies (because it developed as a border colony) and cities like Medellin and Pereira are seen as "sin cities" in the rest of the country (with most webcammers originated in those cities).
