There are a number of caveats to that. Firstly, this only measures income per capita (France is better), life expectancy (Spain is better) and average number of years spent in education (Spain is surprisingly better), rather than other measurements of development and affluence. Secondly, the fact that France's Overseas Territories like Guadeloupe, Martinique, French Guiana, French Polynesia and Réunion are included distorts the figures to an extent. Thirdly, while Spain is certainly catching up, France still has a lot more impoverished multi-generation immigrants.
