Probably Punta Cana. To the naked eye it must be either half or more non-Domi.

A mix of both, with Haitians predominating of course. In addition to gringos, we also have Canucks, French, Belgians and even Russians, in no particular order.

Do they initially come as tourists but then decide to stay?

Yeah, pretty much. The Dominican state even facilitates things if said foreigner invests in some property past a certain amount.

Those policies are a mixed blessing IMHO. They may bring in more investment, but they also make property and other things more expensive for locals (especially because salaries rarely rise concomitantly with prices) and must at times create a certain sense of alienation.

Yeah. Right now the main source of disequilibrium here is the Airbnb revolution, which has made properties in the DN and Santiago to practically skyrocket overnight.

The Welsh Government has tentatively introduced policies to limit the proportions of second and holiday homes allowed in any given location, as well as higher rates of council tax on second homes and a general tourist levy. There is especially big concern because many of the most popular places for tourists and incomers are traditionally very Welsh-speaking and the locals are increasingly being priced out. (See my post earlier in this thread).
