Human rights versus national sovereignty

On issues such as abortion, the death penalty, the status of homosexuality or even the existence of democracy itself, which matters more? Are human rights universal, or are they culturally and spatially relative? Should a country be economically sanctioned, isolated or even militarily attacked or invaded if they don't have regular elections, carry out the death penalty or restrict women's reproductive rights?

Humans all arent the same, their rights can be the same. Smarter humans should reduce and restrict rights of not very smart ones. This would be better for both sides, possible clashes prevented. Basic humans rights are alright.

Every country should be carefully monitored for whats going on inside and sanctions should be arguments against violence of basic human rights.
