Not at first, no, not by a very long shot.

I believe you once stated that you enjoyed the putridly pro-Confederacy movie 'Gods and Generals'. Well, as it happens I rewatched it recently, and during the Yankee occupation of Fredericksburg, this venemously pro-South film portrays Union Provost General Marshall Patrick lambasting Union soldiers for trying to loot, and making clear that there would be NONE of this behavior from the Union army.

Now, after the rebels invaded Pennsylvania and tried to steal anything that wasn't nailed down, I guess the boys in blue changed their policy, but it was CONFEDERATES who initiated large scale looting during the War of Southern Liberation.

I'm quite sure there was looting on both sides, and these kinds of behaviors in war are totally unsurprising. There are no completely noble military forces anywhere, and under the pressures of combat, there are always some who misbehave. But yes, Southerners also looted and pillaged during John Hunt Morgan's invasion of Indiana and Ohio in 1863.

In point of fact, USAAF General Curtiss LeMay, who conducted strategic raids on Germany and then commanded the entire strategic bombing campaign against Japan, very candidly acknowledged that had the Allies lost the war, he would have been tried as a war criminal. (He seemed to feel that trying Axis leaders for war crimes was perhaps just a little bit hypocritical on the part of the Allies.)

It's only a war crime when you lose. Believe me: Had the Germans won the war, Curtis LeMay, Carl Spaatz and Sir Arhur Harris would, together with old Winston, would have been tried as war criminals and ended up making the short drop which no man ever comes back from. Heh. Turns out Hyena and I were thinking exactly the same thing. So if you win the war, you just "heroically did what had to be done" and you can loot, rape, murder, bomb and burn as much as you want and then later rewrite the history books and you will get away with it. At least, for a while.

Noted historical author Shelby Foote (who by the way was FAR more Southern than meade willl ever be) wrote that freed black women quite cheerfully and voluntarily offered themselves up to their Northern liberators.
