That's true, because in smaller municipalities in Serbia the people working in public administration are pretty incompetent. However, if you go in one of the downtown municipalities of one of three big cities you can get everything way faster. I finished a couple of things lately in a time period that I did not believe its possible in Serbia just by switching from my smaller municipality office to office in the downtown area.

I and other people for which i know had negative experiences with the Serbian bureaucracy in Belgrade and Zemun. I suppose in Kragujevac, Niš etc. is even worse.

A wonder happened here when we moved from some bureaucratic level of Macedonia in middle of 2000s to half AI level of bureaucracy when there's often nobody between consumer and service. I think maybe some 15% of workers in different spheres are left, of whom majority was drinking coffee during the worktime. Now majority of stuff is done from smartphone or laptop through the app and website gosuslugi.ru, you get new ID or passport in 5-7 days, you upload photos via this app, you pay via internet aswell and just come to the office to grab a new document (no matter which one, ID and passport just an example). Most of bureaucratic stuff takes by average 3-5 days, by max two weeks (complicated cases). Most of decisions are made without human factor. You don't need to do everything in your home region, but wherever you are living/visiting now. The offices where you get service or grab documents (MFC - Multifunctional center) exist in every shithole and work everyday including weekends from 8-00 to 20-00 without pauses, even on state holidays. You can register a birth, a marriage, divorce, register your property, car, change a name/surname, everything possible. low tier bureaucracy is literally dead here nationwide and 1000s of eternal coffee drinkers were fired. Same with hospitals, health clinics, no rows and waiting, no people between doctor and patient, all prescriptions are digital and appear in the mobile app, just like all blood tests etc. You just come to hospital in a time you've picked in the app and go directly to doctor.

Our banking services and banking apps are probably the best in the World. There are some banks which have only 1-2 physical offices nationwide and most of stuff is done via app and chat inside app, every person can send money to another person in two seconds even if they're clients of different banks. What I've seen for foreign banks, including German ones, looks like Russian banking from middle of 2000s.

99% of mobile contracts here are prepaid. You pay a fixed payment per month, you don't have any obliges to use it and can terminate in any second, prices are very low. Mine is unlimited internet traffic and some 200 minutes of calls nationwide and unlimited calls inside network for some 5 euros monthly, mostly I call via Telegram. All interaction with mobile operator is done inside app chat.

In Serbia is not problem lack of modern technologies in the bureaucracy, but some other things. When you made some document you have to take out a bunch of extra papers as prerequistite for the document you need, and you will have to pay most of that extra papers. It is pure robbing of people. You just bring them one paper and you think it is over, and they ask you some other and there is no end of that (paper by paper). For some people with connections it works faster. I remember when i was doing some paperwork in Zemun a lot of people was waiting in line outside office, but one guy with Montenegrin accent got in over the line and entered in office. When we started protesting the clerk said 'he is a special case.' Yes, ha was special case because he had connection. It lasted a month and a half until i was done with that paperwork. One my cousins is on important place in police, but i did not want to ask him for such trivial thing. My life was not in danger or something serious. People who have some serious disease and they have no connection in hospital are in additional problem here. My grandma would die of cancer 3 years ago if we didn't have a connection.

Now same things are free. We were like Ukraine back then, everything should be paid even if it's not officialy required, even a doctor giving you prescription was supposed to get some 500 roubles in his pocket back then.

Now this old order of things gets destroyed on liberated territories, it's painful for some locals who made profit of it for decades.

My grandma was diagnosed with cancer in the time of Covid madness. They transferred her from hospital to another (from Zemun to Zvezdara, from Zvezdara to Bežanija etc), and didn't want to operater her justifying it that hospitals until further with serve only for Covid needs. After almost a month of wasted time we managed through the connection in one hospital to arrange for her to be operated. One older woman from my street in similar time died, because dictors kicked out of the hospital and sent home instead of operating on her.

Something I don't understand is that it is obvious that Putin is proud of his country and that his country has defeated the Nazis since according to him his family lived through the massacres that the Nazis carried out in Operation Barbarossa, but in part it seems that he is justifying the Hitler's invasion of certain countries.

Perhaps you misunderstood me, there is difference if you go to office in lets say Mladenovac, Palilula, Vozdovac etc, and central offices like Savski Venac or Stari Grad. In the last two they actually know what they are doing and they complete things fast. I had much better experience there.
