That depends. Spaniards and northern Italians are almost the same as Northern Europeans. Greeks and southern Italians form their own cluster and are not genetically the same as Northern Europeans.

Not quite as for the latter. Greeks and southern Italians are slightly closer to Turks and Levantine groups than are to say English or German for example..
