I believe so, after all they have a significant amount of Northern European ancestry for such a southerly location. Whereas Northwest Italians are closer to Iberians genetically.

Skin colour differences between Europeans are not that big. (Even the difference between Finns and Maltese is not as severe in this respect as one might think). It is discrepancies in average hair and eye colour that are more pronounced, and I can assure you that Germans are definitely blonder than Britons, even if not quite at Scandinavian levels either.
