    Assuming it wasn't immediately overturned for being insane, towns and neighbourhoods would become walled with neighbourhood watches and private security (like South Africa), regions and states would secede.

    By private security you mean armed gangs who would control neighborhoods/entire towns and collect taxes from the resident population?

    There will always be 'laws' against murder even if not codified because even in areas controlled by gangsters murder is bad for business, and what is business? Taking a piece of the economic pie. It would be understood that disrupting economic activity (murder for financial gain) is punishable by death, while murder for honor or personal grievances will be accepted unless you killed someone of importance.

    In Mexico, for example, cartels make sure violent crime doesn't happen in tourist hot spots because that is bad for their pocketbook.

    Lots of people who are not insane would have to turn to self regulating communities, new clan systems which were normal before state and law, to avoid chaos and oppose anarchy. More or less sane form of law would be achieved anyway.

    Even murder over honor/personal grievance will have its limits. Every society has set rules: the Vikings had the wergild, for example, to end conflict.
