What if murder was legalized in every country?

A likely scenario is the police and military would be able to put fear into every community because of their weaponry and training. Anyone who is a 'problem' would be eliminated. Yes, you could kill because murder is legalized but you can also be targeted for death by the police and/or military on the suspicion of being a murderer.

That way the government retains control.

In reality murder would not be legalized for the simple reason that protecting oneself from death is among the strongest instincts one has. Legalizing murder would be equal to deleting the law. It would be much more likely to legalize almost every other type of crime other than murder.

Now, one can say that it could be possible for many different categories of murder to be legalized/decriminalized, for example like it was with slavery, or have honor killings, or certain ritualistic murders (like in the Central America before colonization) etc.

But there have to be rules regarding this, if not then all the legal order breaks down.

The world would become the wild west - Dodge city.

Going from the world we now live in to that world would be an extreme paradigm shift.
If society had not been fractured by some apocolyptic event and assuming this was the result of some insane Dictatorship government then I think most people would see this as crazy and i think communities would try to create their own private vigilante groups or security groups.
Likely each area would create its own group/gangs of armed men that would try to provide some local order / protection to the community.
There would be a lot of community protest against the murder laws so can only imagine this being done under a North Korea style dictatorship that cant be voted out.

Criminal gangs would flourish unless there was some Government opposition to Crime gangs taking too much power.

You would think the State would have to be able to retain some level of control and order because societies as we know them could not function with productivity - economy - the state has to get funds- taxes from somewhere.

If the state is lawless then it can not function in the usual ways that economies work then some other alternative type of economy would have to somehow take shape.

Can see the weapons industry whether legal or blackmarket would thrive including home security industry - bullet proof cars etc and eveveryone armed to the teeth.

I think it's against human nature. I don't know of any society in which murder is seen as normal. I think murderers would be punished in this case just illegally.

Most likely the society by majority of civillians would move towards restoring order and outlawing murder.
Thats why I wrote earlier that I could only see such a bizarre policy enacted by some tyranical Dictatorship as it is not something any Democratic state would vote in favour for.
Some people like Dictatorships , but the problem is if they start acting psycho (look at N.Korea) its hard for the society to get rid of them short of bloody revolution.

However there are a lot of sociopath people in society as well as criminals and lazy opportunists, even if those make up max 20% in that world of murder is legal they would make a lot of problems. The other issue would be that to make such a rule the Government itself must be insane and somehow in time needs over throwing.
