In the UK, I'd say that Liverpool and Manchester enjoy more prestige and recognition than Leeds and especially Birmingham, despite being smaller.

Internationally everything on the coast is considered more prestige because tourists barely visit anything outside of that.
Locally, it depends. Locally, from coastal cities, Dubrovnik, Rovinj or Opatija are considered quite fancy, while Split for example not, despite being massively popular with foreigners.

In the north Varaždin and Samobor are considered fancier than Zagreb (by locals).
