It's combination of many criteria, for example budget we got from EU helps a lot, not to mention during the reign of political party he is part of, the debt grown massively grown(and honestly the crew which came back is no better). B...but it went for good investments, right? Yeah for example the growing nepotism, elections which didn't take place and failed projects like digging through Vistula spit.
