Default Why do Scottish people overlap so often with Dutch genetics?

Not all of the Netherlands, but a large portion. I have seen it frequently.

Because they descend from a common source of ancestry (the Bell Beakers, basically )

As Ibericcus says, we descend mainly from Dutch Bell-Beaker and we lack the French IA component that the English and Welsh have, we have also had significant immigration from Flemish settlers over the centuries, particularly in the east which is often understated and overlooked.

Because the North Sea has a lot of overlapping populations.

Interesting as I find Dutch and Scottish quite different looking, but there's obviously a lot of overlap as well.

Practically every nation in Northwestern Europe overlaps genetically if you look at PCAs, and the Dutch especially; they are the crossroads of the Northwest.
    Spoiler!

Is there a highly specific Scottish-Dutch connection?

Beyond Calvinism not really. But there is seemingly a bit of a specific connection between the North Dutch and Scottish/Irish in calculators due to the residual Bell Beaker ancestry above the Rhine.
    Spoiler!
