What makes you believe that the DR would be among the leaders of the Caribbean and/or Latin America?
The fact that, unlike most Latin American places, it began it's national existence with the gap between criollos and pardos not being as wider as in the heartlands of the viceroyalties (México, Perú, New Granada and Buenos Aires), so the space to have had a normal existence (without having to make military levies to address invasions) would have been greater.

Or to put it another way: the White population in DR was even smaller and even the elites were browner/blacker than their counterparts elsewhere in the Continent.

Not Bolivia-Guate tier (criollos were 25% of the pop at the moment of the haitian occupation), but they were indeed poorer.

I doubt pure Whites were that high, that would make DR like Chile.

Not necessarily. What it tells you is that most mixing happened during and post-independence. But Canarian presence here at those numbers was a real thing, dude. Otherwise the French and Haitians would have been able to push the line farther East, so depopulated we were. I myself am only three generations removed from pure ancestors, and I am far from being the only one here.

So was the White population substantially reduced more due to the Haitian invasion or more due to mixing with Blacks and Mulattoes?

A combination of both, with a slight edge on emigration. This one has been our curse ever since the Crown decreed the destruction of the western towns to prevent the colonists from smuggling/trading with Anglos, French and Dutch (at which it failed).
