Well of course the US has experienced considerable blowback for the past 45 years, so has Israel.

You overestimate how rational the West is.

Intelligent people have been warning about blowback for decades, but Western governments always ignore them.

Whenever a Western policy leads to failure, the West only keeps doing the same, only HARDER.

The Western elites and governments seem to have a nihilistic, destructive, entropic motivation, NOT a constructive one.
This maybe rational in a twisted way when you understand that Western elites are post-national, trans-national, pro-Chinese.

The big long-term game for Western elites is to "integrate" somehow with China,
yet they are afraid of Russia and an alliance between Russia and China.
Probably the West wants to break Russia,
to encircle China and force some kind of economic-political integration on more favourable terms.

So whichever local commander/leader commits the most successful terrorist attacks is the de-facto leader, inspirational figure.

So informants/contractors working for Western/allied Arab intelligence agencies have a strong incentive to set up Islamist cells,
and commit false flag attacks, to gain influence and "street cred" within the movement,
and de-facto control or partial control of the movement.

Maybe the intelligence agencies are unable to (or don't need to) control the ENTIRE global jihadist movement;

partially controlling certain regional movements is sufficient, for deniable operations against Russia, Iran, Syria...

Back then, when there was a Caliph. Even then, Muslims were quite divided. Arabs rose against Ottomans and Caliphs with the help of the British.

Muslims are often very divided,

but Al-Qaeda was the only major international Sunni jihadist group, I think, during the 1990s and 2000s,

and Osama bin Laden/Al Qaeda was the only one with LEGENDARY status in the 2000s.

Other Sunni terrorist groups were relatively minor or very local.

The death of Osama created a vacuum within the international Islamist movement that could be filled by... whoever. Or no one.
