He looks Nordic (Germanic) to me, especially with the blonde hair. The hairstyle seems to be from the 1970s.

He could pass in any of the Germanic countries, possibly also Czechia or northern France,
maybe even northern Italy if you want, but his type is a rare minority there (I think). His face looks German or Dutch to me.

He can be British, but only a (small) minority of British look like this.

He looks typically blonde German or Dutch or Danish from the 1970s, this was a common look.

He looks more like Dutchman Rutger Hauer from the film Turkish Delight (1973)







An example of a blonde Nordic Englishman would be Paul Bettany, so this type does exist, but is not the most common.



Another blonde, blue-eyed Englishman would be Peter O'Toole, notice the more Anglo-Saxon features compared to Rutger

I would find it highly unlikely.
