Yes Salazar was fine internally, but the colonial wars made Portugal poor and severely destabilised the regime, ending it ultimately.

No, but it is more conspicuous in the Spanish-speaking than English-speaking Caribbean, since in the latter the average SSA admixture across the social spectrum is rather higher anyway. (That said, I still maintain that DR/PR/Cuba themselves are far from being the countries with the strongest race-class link.
