Simple answer- in some regions, but not in others.
long answer- he could easily fit in Rostov or Crimea, where a lot of Russians have Ukrainian and Tatar blood, but he would have a harder time fitting into Siberia or St.Petersburg, where Russians are more "pure" and homogenous looking.
