This specific disaster could have been caused by any number of things; poor design, poor construction, inadequate stability, poor, defective or non-existent damage control procedures.

Shipping is a notoriously corrupt industry. When a ship can be owned in one country by an opaque holding company whose shareholders are opaque holding companies in several other countries, leased to and operated by a company in another country, crewed out of several other countries, and ensured in yet another country, enforcing the law becomes extremely difficult.

A friend of mine is a croupier (Italian) and he works the southern French casinos...he couldnt get or wouldnt work on the cruise ships becuas a Rumanian would do the croupier work and give the captain a blowjob for half of what an Italian wanted to earn......now the philipino's have ousted the Rumanians as they work for even less and do the croupier work....clean the rooms....give the captain and crew blowjobs and by the looks of this recent crash drive the bloody ship as well.....all for 350 euro's a month.

The captain was an absolute coward, one of the first to leave the ship and refused orders to get back on, to direct the evacuation from situ.

The ship commandant is a shame for all of Italy. He deserves hard penalization by the authorities, what an epic coward. Ship captains are the last ones to leave their ship and not the first ones!
