    They have a cultural society in Germany known as "Tolkemita" to promote/preserve their identity. Interesting that there are folk today that identify as Baltic-Prussian, especially in Germany.

    Northern French neither call themselves Dutch anymore, and while some call themselves Flemish, they're certainly not the same kind of Flemish as we have in Dutch-speaking Flanders. Remnants of their ancestral Dutch-speaking culture still exist, but by becoming French the people as we used to know vanished (rather changed). And of course, those living today and speaking French neither mind being as they are today.
    The Assyrian language went completely extinct and modern day Assyrians speak Eastern Aramaic yet have a strong Assyrian identity. Manx and Cornish went completely extinct and there are only reconstructed varieties of them, yet more people identify with those identities than those that speak the language. Only a tiny minority of Irish and Scots speak Gaelic but they don't see themselves as English. If Irish and Scottish Gaelic went completely extinct, I have a hard time imagining they would identify as English. So there are exceptions.

    Also, a reconstructed Prussian exists with a few speakers. And a few people even identify as Prussian. I don't see it as a movement that can gain momentum though.
