The incidence of illiteracy in Italy is nowadays lower than 0.5%, it's impossible that 10% Italians don't speak their national language.
I know many people with a standard italian level lower than a lampedusan eritrean's one

    Don't feed the troll
Seriously, though, you will always find people that don't speak the finest Italian but virtually everyone can speak, read, write Italian.
(come to anglophone countries to see how even university-level educated people can't spell the language )

c'è chi non sa usare i congiuntivi, ma in generale tutti gli italiani sono in grado di capire e esprimersi in in lingua italiana, o almeno spero che sia così.

A me fa venire i brividi quella sull'inquinamento.

In pratica noi siamo i messi peggio insieme a Milano.

This map is interesting, in trentino alto adige there is the highest birth rate.
But the stereotype of huge families from southern Italy still exists.
