No, he's very long-headed (you can see his occiput is quite protruding). Pseudo-Dinarid nose but, then again, some Cordeds have it.
No Baltid, too. Member who posted him is correct.

He is very soft featured, also with flatish occiput. Aryan in him is so heavily diluted, that he cannot be seen at any circumstance as representative... Compare to him, me or emperor Octavian would be pure Cordeds

This occiput isn't flat at all.
The flattest back of head is seen in Dinarids with Alpinids and East Baltids/Baltoids being not very far behind:
This individual posted by Veslan has a quite prominent occiput and is rather young, not reduced.
Some of the Scando-Nordids from anthropology plates are even less sharp in terms of facial features and with less prominent (nevertheless, protruding enough for them not to fall into the short-headed races spectrum) occiput:
