It's either late Bronze Age or early Iron Age.
It looks quite like the Camunian Roses found in Northern Italy or a Triskelion.
All these similar designs - Swastikas, Triskelions and Camunian Roses must have a common root.

Not really sure how it should look exactly, but I feel that a pan-germanic flag should have the Nordic cross at least.
