It's interesting to see that Germany and Canada could potentially develop them, although I highly doubt they would.

Germany partially manufactures French bombs, and the US stocks nukes on German soil (though they've been willing to get rid of them for a long time).
German opinion is rather anti-nuclear, I don't see them going that way unless the executive doesn't give a crap. But technically yes, they could have their own bomb.
