Hair colour is difficult to tell with black and white photos, he could easily be medium-light brown haired, even dark blonde. I'd say most likely medium brown, because of the last pic, not dark. I agree with most likely North Atlantid, and I don't think North Atlantids should have dark hair but intermediary hair(even if it's atleast the darker shade of medium).David Jack, the Nordic extreme of North Atlantid, arguably a dark-haired Nordic.
Actor Paul Newman(who I'd also call North Atlantid) looks dark haired in most of his old photos, but he was pretty clearly medium-light haired:

I also wanted to say +Brunn(a lot of people on this forum would consider this guy just pure Brunn or even KN/Hallstatt) for the nose, but he may've had it broken or it just turned out more flat with age, here his nose looks far more standard:

Kinnock looks like he has Green/light-mixed eyes, typical NW eye shape, redhaired, pale, metrically KN mixed with Borreby/CM, distinctly British Isles looking (similar to Ian McDiarmid). Even if he was hazel eyed there's everything else.
