Youthful looks is not all. There are non baltids who look youthful too.

To be more exact, Baltids often have infantile looks.

Putin is not pure baltid. In fact, very few russians are.
If you want a pure baltid types you should look into lithuanian faces. Latvians while also predominately baltid seem to have slight norid influence in them. Same goes for estonians and probably finns.
