Which place is nicer, safer, higher standards of living. Better healthcare (even if you go private). Also laws and regulations, which is easier to follow?

The American Healthcare system cannot hold a candle to the European concept of Universal Health care.
However, culturally speaking, both cities are similar. If forced to choose, I cannot without having had the opportunity to spend time in Stockholm.
