The borders should be based on ethnic lines where possible. Old claims to land isn't going to shift a current population. Many parts that are too mixed such as much of Bosnia should remain multi-ethnic states as a compromise.
So RS to Serbia, Croatian Herzegovina to Croatia, Kosovo and NW Macedonia to Albania and the remaining mixed areas of Bosnia and the Bosniak Muslim areas as a much reduced, multi-ethnic state.
This isn't likely to happen now though. Kosovo could join Albania in the future, but I don't see any of the rest as very likely.

There isn't much urgency to do that right now. If any of our 2 countries enters in war, in all probability the other one would do the same.
We also deposit electrical energy in Kosova during the winter and spring (because we are hydro-based) and take it back in summer and autumn (because Kosova is thermo-based).
Our educational systems are gradually unifying...
So things that would benefit from the union, are practically happening.
If we would do a political union right now, no war would happen. Most European countries and USA already recognize Kosova as an independent country.
They would be upset, and our local politicians who thrive on EU and USA rhetoric would loose some fuel... and this is about as bad as it can get.
